In January-December 2022, the total volume of freight traffic in rail, air, road transport was Rs 1.34 crore. tons (98.6 percent compared to the corresponding period last-year), cargo turnover was 45.5 billion. tons / km (103.5 percent).
The volume of passenger traffic in all transport is 6.17 billion. passenger (102.3 percent), passenger turnover was 144.7 billion. passenger / km (105.6 per cent).
Total international cargo traffic volume (exports, imports and transit) – 53.6 million. the tonnage, or last-was 108.2 percent compared to the corresponding period of the year.
In this case, export shipments-15.4 million. tons (98.0 percent compared to the corresponding period last-year), imports – 26.0 million. tons (108.6 percent) and transit – 12.2 million. tonnage (123.2 percent).
In the field of road transport
At the end of January-December 2022, 827 new buses and minibuses were purchased in the regions under the Republic. In particular, 455 buses and 372 new minibuses were purchased and placed on passenger transport routes.
Also, at the end of January-December 2022, 15 new domestic bus routes were established in the Republic of Karakalpakstan, Andijan 1, Bukhara 5, Jizzakh 2, Navoi 5, Namangan 10, Samarkand 8, Surkhandarya 1, Sirdarya 5, Fergana 4 Khorezm 10 and Tashkent regions 12, Tashkent City 28. In Andijan, Andijan region, 1 car station was reconstructed and 1 car station was built in Bulakboshi District, 2 new Modern last stop stations were built in Olot and Bukhara districts of Bukhara Region, 1 car station was built in Forish District of Jizzakh Region, 1 car station was built in Akkurgon District of Tashkent region and 1 car station was reconstructed in Yangibazar District, 1 car station was reconstructed in Yakkabog district of Kashkadarya region, In the city of Urgench, Khorezm Region, 1 car station was reconstructed and put into service for passengers. In the Olot and Bukhara districts of Bukhara Region, 2 new Modern last stop stations were built by the ministry and put into service for passengers, and 5 car stations built by business entities were added to the road.
A total of 792 bus stops were also built and reconstructed under the Republic.
In order to support the entrepreneurial activity of carriers providing public transport services to the population by the state, in January-December 2022, 8,330. 4 mln of local budget funds were allocated to compensate for the losses suffered on suburban and intra-regional intercity bus routes that are norentable in the regions, as well as 4,469. 57 mln to compensate for the losses, 2,763.6 mln in total was covered by subsidies of 7,233. 17 mln in the damage caused by limited tariffs on urban passenger transport.
In accordance with the decree of the Cabinet of Ministers of the Republic of Uzbekistan dated November 25, 2019 No. 948 “on the introduction of an automated fare payment system in general-use transport”, today 706 validators and 44 mobile validators were installed by LLC “automated transport payment system operator” (ATTO) on buses and minibuses in Gulistan, Karshi, Urganch, Nukus, Samarkand, Andijan in the regional centers and transferred to the automated payment system.
In accordance with the decree of the Cabinet of Ministers of the Republic of Uzbekistan dated December 6, 2021 No. 738 “on measures to electronically organize open tenders for passenger transport routes in automobile transport”, the following works were carried out on tenders. By the end of 2022, 730 routes had been attached to carriers. QR code contracts and certificates for electronic tender results were made available to carriers through the information system.
In accordance with paragraph 3 of the “road map for the implementation of the concept of development of public transport system of Tashkent City”approved by the decree of the president of the Republic of Uzbekistan dated February 2, 2022 “on additional measures for the further development of public transport system of Tashkent City”PQ-111", in order to ensure the implementation, In cooperation with the municipality of Samarkand region and SIMETRA (“A+s Transfroekt”) of the Russian Federation, a model for the development of the transport system and its infrastructure of the city of Samarkand was developed.
On the resumption of international bus routes
From April 12, 2022, regular international bus routes between Uzbekistan and Kazakhstan were resumed.
Today, regular international bus routes serve an average of about 700 passengers.
By Kyrgyz Republic:
From April 15, the International Bus route “Tashkent - Bishkek " was resumed. There are currently 2 daily services and an average of 65 passengers.
From June 1, a seasonal international bus route “Tashkent – Chulpon ota " was established. There is currently 1 daily service and an average of 42 passengers.
By Republic of Tajikistan:
The international bus route” Tashkent - Khojand " has been restored. There is currently 1 daily service and an average of 45 passenger services. On February 20, 2022, the regular international route “Kokand – Khojand” and on June 3, 2022, “Yangiyer-Istaravshan” was opened, and today passenger services are provided.
By Russian Federation:
From July 18, 2022, regular international bus routes “Tashkent - Moscow”, “Tashkent - Kazan”, “Tashkent – St. Petersburg”, “Tashkent - Novosibirsk” and “Tashkent - Nizhny Novgorod” were resumed.
In order to establish the implementation of the decree of the president of the Republic of Uzbekistan dated April 30, 2022 “on additional measures for diversification of domestic tourism services”dated January-December 2022, 1 New Line was established with the aim of connecting the “tourist streets”in the regions, connecting public traffic at night, and the working hours of the 28 lines
The following works have been carried out to facilitate the traffic of bus, including “Shuttle buses”connecting the akchakol, Ashshikol, Zikrikol, Aydarkol, Tuzkon Lake and Todakol areas with the city and district, including:
The bus route VX-524 “Bostan AS-Nukus AV” to the Aqchakul area in the Ellikqal'a District of the Republic of Karakalpakstan and the route taxi route 52 “Star Children's resort-Central peasant market” to the Ashshikul area in Nukus were added to the road;
On the way to the tourist zones of Zomin, Forish, Velkhmal districts and Aydar-Arnasoy system located in the Jizzakh region, local and foreign tourists are constantly served by buses, minibuses and non-directional taxis belonging to the regional LLC “excellent prestige Service”, LLC “Begali Trans service” and LLC “Oybek Super Trans“. Also, VX-500 “Arnasoy-Jizzakh” route was established in the Aydarkul area;
“Karakul-Sayyot” routes number ShYT-455 to Zikrikol area in Karovulbozor District of Bukhara region and “karakul-Sayyot” routes number ShYT-455 and ShYT-280 and "Kogon Main Station-New Life" route to to Todakol area in Kogon district were added to the road;
In order to facilitate the traffic of double-decker tourist buses, which will allow tourists visiting the Bukhara region to tour the historical sites, a route scheme was developed and agreed with the relevant organizations in accordance with the established procedure. Services are carried out on double-decker modern buses, a tourist bus belonging to the company "Silk Road” LLC.
In river transport
During the reporting period, contracts were concluded with 117 shipowners to register and conduct technical inspections of ships, 46 ships were registered, 7 ships were re-registered, and 139 ships in use were inspected.
The ships were issued 53 ship certificates, 60 classification certificates, 60 certificates of buoyancy.

In order to ensure the implementation of Decree No. 421 and Order No. 138 of the Ministry of Transport of July 8, 2020, 57 people who have completed the Tashkent region ship driver's course were certified and given ship driver's certificates giving them the right to operate the ship.

In rail transport
Together with JSC” Uzbekistan Railways“, JSC” Öztemiryoloyler“, JSC” Tashkent passenger car construction and repair Plant “JSC” a program of practical measures for the reconstruction (plan repair, modernization) of passenger cars for 2022-2024 " was developed and included in the Cabinet of Ministers.
In accordance with the decree of the president of the Republic of Uzbekistan “on additional measures for further improvement of Customs Administration”, the system of pre-electronic exchange of information on goods coming by rail has been fully established.
Proposals were prepared and submitted to the State Customs Committee on the introduction of a mechanism for the payment of surcharge costs directly by freight carriers (freight receivers) in the process of customs inspection of goods transported by rail transport.
In order to ensure the implementation of the task of the head of the Department of spirituality and state language development of the Cabinet of Ministers of the Republic of Uzbekistan, a working group meeting was organized to name 19 stations located on the friendship – Aries and Almazar – Sergeli lines of the Metropolitan Surface line in Tashkent, discuss organizational issues, proposals were developed to name metro stations.
The resolution of the president of the Republic of Uzbekistan “on measures to radically reform the rail transport sector in the Republic of Uzbekistan”was worked in cooperation with The Specialists of the Cabinet of Ministers and was re-introduced into the Cabinet of Ministers.
” China – Kyrgyzstan – Uzbekistan “and” Termez – Mozori-Sharif – Kabul – Peshawar " participated in meetings held as part of the railway construction projects.

Monitoring of the state of construction work was carried out on the part of Stage II “Qeyliq – Kipchak (builder)” of the above-ground metro in Tashkent, Tashkent metropolitan area.
In January-December 2022, applications were received to agree a total of 80 (10 of which eliminated and reintroduced deficiencies) railway branch line construction and reconstruction projects, of which 78 were agreed upon as established, and 2 were denied due to violations of the requirements of the OORQ-701 law in the “licensing, authorisation and notification procedures”of the Republic of Uzbekistan.
Also, in January-December 2022, applications for licenses granting the right to transport goods on a total of 15 local routes for the licensing of passenger and freight transport activities in rail transport on local and international routes were received, licenses were submitted to 12 business entities on the results of the consideration of applications.

The transportation of passengers, the provision of modern services to them, including a number and effective work in the direction of digitization, is also carried out. In particular, a new interpretation of the electronic ticket sales information system and mobile applications have been launched. Currently, the share of electronic tickets has increased by more than 30 percent. In addition, this system was integrated into 4 national payment systems as well as Master Card, Visa, PayPal and other international electronic payment systems.
In particular, for cargo owners, the project provides the following online capabilities:
- registration of Customs Declaration of transport documents and cargo;
- signing the necessary contracts and agreements with regional railway nodes and “Texpd”online via electronic digital signature;
- calculation of freight fees and additional fees for the transportation of goods by rail transport;
- transfer payments for transportation and additional fees.
JSC "Kazakhstan iron joli" was agreed to exchange through an electronic cargo letter in the form of UN EDIFACT of the world standard, as well as to develop additional modules for the information system in this regard, which are currently being carried out on a test basis.
Within the framework of the strategy” digital Uzbekistan – 2030“, 14 projects on the digital transformation of Uzbekistan Railways JSC are being implemented in 2020-2023. Today, of the 14 projects, 13 are fully completed, 1 is in the process of completion.
In air transport
Currently, 52 international treaties of an interstate and intergovernmental nature have been signed between the Republic of Uzbekistan and foreign countries in the field of air traffic.
Relevant work has been carried out with foreign countries on the gradual restoration of regular passenger airliners. Today Uzbekistan has established regular air services with the United States, United Kingdom, Germany, Egypt, India, Georgia, Tajikistan, Afghanistan, Iran, Kuwait, Saudi Arabia, Latvia, Azerbaijan, South Korea, Russia, Turkey, UAE, Kazakhstan, Kyrgyzstan, Belarus, Oman and China.
In view of the situation with the coronavirus pandemic, negotiations were carried out with foreign state aviation administrations. In particular, regular air traffic volumes have been increased with the countries of Russia, Turkey, UAE, Kazakhstan, Kyrgyzstan, Kuwait, Iran, Azerbaijan and Belarus.
Since March 16, 2022, the mandatory request from citizens coming to Uzbekistan to have a negative pzr-test for coronavirus infection has been canceled by the decision of the special commission of the Republic to prevent the entry and spread of coronavirus in the Republic of Uzbekistan.
The airline "Flaynas" was given the appropriate permits to operate regular flights on the Jeddah-Tashkent-Jeddah route with 8 flights per week. On September 15, 2022, the first service was operated on the recorded route;
The issue of providing a discount on ground services at the Airports of the Republic of Uzbekistan for aircraft carriers” Flaynas “was positively considered, and a corresponding agreement was signed with the company” Uzbekistan Airports " JSC between this Saudi Arabian airline.
In order to provide practical assistance in the development of Samarkand International Airport, the Ministry of Transport has introduced an “open sky” regime at Samarkand International Airport for foreign airlines since October 1, 2022, informing foreign state aviation authorities about these benefits.
As part of the official visit of the president of the Republic of Uzbekistan Shavkat Mirziyoyev to Hungary, Deputy Minister of Transport of the Republic of Uzbekistan J.Choriev held a meeting with representatives of the relevant Hungarian offices and companies on October 3, 2022.
At the meeting, the issues of developing bilateral cooperation between Uzbekistan and Hungary in air and auto transport were discussed.
In parallel, on September 30, 2022, a meeting was held with the president of Wizz Air, Robert Carey.
A memorandum of Understanding was also signed between the Ministry of Transport of the Republic of Uzbekistan and Wizz Air in order to carry out the mentioned tasks.
