The Government of the Republic of Uzbekistan, in collaboration with JSC "Uzbekistan Airports" ("UzAirports"), the Ministry of Transport, and the Ministry of Economy and Finance, plans to implement a public-private partnership (PPP) project for the modernisation and management of Urgench International Airport ("the Project").
Urgench International Airport, located near the city of Urgench in the Khorezm region of Uzbekistan, is a strategically important transportation hub for the region. It serves both domestic and international flights, connecting passengers to destinations within Uzbekistan and abroad. Urgench International Airport is crucial for the development of tourism and the facilitation of trade, providing essential air connectivity for both residents and visitors. The airport also plays a significant role in tourism development due to its proximity to the historic city of Khiva, a UNESCO World Heritage site.
Urgench International Airport regularly serves 8 airlines and approximately 40 airlines for charter flights across Eurasia. In 2023, the airport handled 590,000 passengers and passenger traffic is expected to increase by 17% in 2024. According to preliminary forecasts, passenger traffic is anticipated to grow at an average annual rate of 7.5% during the PPP period.
The Government of Uzbekistan is implementing a reform program aimed at enhancing the efficiency of public sector investments and service delivery mechanisms across various sectors of the economy, including transport infrastructure. As part of this program, the Government intends to develop PPPs in transport infrastructure to improve connectivity with countries worldwide, enhance access to international air travel, stimulate tourism and trade, and create jobs.
UzAirports announces the first stage of the tender (Request for Qualification) for the implementation of the project "Modernisation and Management of Urgench International Airport under the Build, Operate, Transfer (BOT) model." All interested parties with experience in implementing similar projects are invited to participate.
UzAirports has engaged PricewaterhouseCoopers (PwC) and White & Case (W&C) as specialized advisors to assist in the selection of a private partner through a competitive bidding process.
The project includes the following modernization works:
- Construction of a new 3,500-meter runway;
- Construction of a primary taxiway;
- Construction of two new taxiways of high-speed convergence;
- Construction of two connecting taxiways;
- Reconstruction of the existing apron;
- Construction of a new administrative terminal;
- Construction of a new cargo terminal;
- Construction of a specialized equipment building;
- Construction of a new catering complex;
- Construction of a new passenger terminal with a capacity to handle 1,000 international passengers per hour (both arrivals and departures) and 300 domestic passengers per hour (both arrivals and departures), with a total area of 39,000 m².

To exchange documents and communicate with potential tender participants, UzAirports created a Virtual Data Room (VDR) for the Project. All interested parties must sign a Non-Disclosure Agreement and register through the VDR to access the Request for Qualifications and participate in the bidding process.

- to send the Non-Disclosure Agreement;
- to provide access to the VDR.

Potential participants should send their expression of interest and a scanned copy of the signed Non-Disclosure Agreement to the email address - tender.info@uzairports.com.
- The expression of interest must specify whether it is an individual application or a consortium. In the case of a consortium, include the preliminary number and names of its members;
- If the number and composition of consortium members change during the bidding process, the potential participant must notify JSC "Uzbekistan Airports" and submit an updated version of the Non-Disclosure Agreement reflecting all changes in the consortium's composition;
- The email should also include a list of the potential participant's representatives (name and surname) and their email addresses for the purpose of granting access to the VDR.
