In accordance with the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan No. 636 dated July 30, 2019, the Administrative Regulations for the provision of state services for licensing activities in urban, suburban, intercity, international passenger transportation by road, as well as international cargo transportation were approved

This Regulation defines the procedure for licensing activities for the implementation of urban, suburban, intercity and international transportation of passengers and cargo by road.

1. The following concepts are used in these Regulations:
license sheet - a permit (license) to carry out a licensed type of activity, subject to mandatory compliance with licensing requirements and conditions, issued for a specific vehicle used for the transportation of passengers or cargo;
commercial transportation of passengers and cargo is the receipt of income as a result of the provision of services for the transportation of passengers and cargo by motor vehicles on a commercial basis, that is, through the implementation of entrepreneurial activities.
2. Activities for the implementation of urban, suburban, intercity and international transportation of passengers and goods by road, carried out on a commercial basis, are subject to licensing. Activities for the implementation of urban, suburban, intercity and international passenger transportation by road on a commercial basis are carried out exclusively by legal entities.
3. Obtaining a license is not required for transportation related to the elimination of the consequences of natural disasters, epidemics, major accidents that threaten the life and health of the population and require emergency rescue and recovery work, the delivery of humanitarian goods by Government decisions, the delivery of goods sold through e-commerce, the seller and the deliverer on road transport belonging to them on the right of ownership, lease or other right of use, on the territory of the Republic of Uzbekistan, from the airport, railway stations and bus stations to and from the hotel, for technological transportation of goods for their own needs, as well as for providing transport services to their tenants to tourist facilities, as well as enterprises and institutions provided for in Article 9 of the Law of the Republic of Uzbekistan "On Licensing of certain types of activities", except for cases established by law.
4. Decisions on the issuance of licenses, as well as, in cases established by law, the suspension or termination of the license, as well as its cancellation and renewal, are made by the Ministry of Transport of the Republic of Uzbekistan, the Ministry of Transport of the Republic of Karakalpakstan, the transport departments of the regions and the city of Tashkent (hereinafter - licensing authorities) by making appropriate decisions.
At the same time:
The Ministry of Transport of the Republic of Uzbekistan (hereinafter referred to as the Ministry) issues licenses for international transportation of passengers and cargo, suspends or terminates licenses, as well as their cancellation and reissue;
The Ministry of Transport of the Republic of Karakalpakstan, the transport departments of the regions and the city of Tashkent (hereinafter referred to as the territorial departments of the Ministry) issue licenses for urban, suburban, intercity transportation of passengers and cargo, suspension of licenses, as well as their cancellation and renewal.
5. The Ministry is entrusted with the authority to coordinate the activities of licensing bodies, prepare proposals to improve the licensing procedure, maintain a consolidated register of licenses on the territory of the Republic of Uzbekistan, monitor compliance by licensing bodies with legislative acts in the field of licensing activities for the carriage of passengers and goods by road.
Standard licenses (simple) are issued for the right to transport passengers and cargo by road in urban, suburban, intercity and international directions in accordance with Appendix No. 1 to these Regulations.
6. At the request of the applicant, a license is issued for the following types of activities:
a) urban transportation of passengers by buses;
b) urban transportation of passengers by minibuses;
c) urban passenger transportation by passenger cars;
d) suburban transportation of passengers by buses;
e) suburban passenger transportation by minibuses;
f) suburban passenger transportation by passenger cars;
g) intercity transportation of passengers by buses;
h) intercity transportation of passengers by minibuses;
i) intercity passenger transportation by passenger cars;
j) international transportation of passengers by buses;
k) international passenger transportation by minibuses;
l) international passenger transportation by passenger cars;
m) urban and suburban transportation of goods by road;
h) intercity transportation of goods by road;
o) international transportation of goods by road.
In international transportation carried out using a combination of vehicles, including a truck or tractor-trailer registered in the territory of the Republic of Uzbekistan, and a trailer or semi-trailer registered in the territory of a foreign state, the license obtained for a truck or tractor-trailer is valid for the entire composition of vehicles.
7. The licensee has the right, when applying to the licensing authority, to issue license sheets for several types (parts) of licensed activities issued by this licensing authority on one application.
National road carriers that have a license for the right to carry out cargo transportation in international traffic are entitled to carry out cargo transportation in intercity traffic in accordance with it. It is not required to pay a state fee for the issuance of license sheets for trucks used for the transportation of goods by road.
To carry out passenger transportation of local and foreign citizens on tourist and excursion routes (irregular routes), it is not required to obtain an additional license sheet for vehicles that have a license sheet for the right to transport passengers in buses or minibuses on intercity routes.
8. The validity period of the license is not limited.
9. On the basis of a license for each vehicle, a license sheet is issued in accordance with Appendix No. 2 to these Regulations.
The validity period of the license sheet is limited by the validity period of the real rights or the lease agreement. The validity of the license sheet is calculated from the date of issue of the license sheet.
Transportation of passengers and cargo on a commercial basis using a vehicle that does not have license plates is not allowed. According to this fact, the measures of legal influence provided for by the legislation are applied.

10. Issued:
• at the request of the applicant on the basis of the decision of the licensing authority - a license for the type of activity;
• at the request of the applicant on the basis of a license for the type of activity issued to the rolling stock of motor vehicles - license sheets;
• in the cases provided for in paragraph 32 of these Regulations at the reissued request of the applicant - licenses /license sheets;
• when changing the sign of the state number of the vehicle, increasing (decreasing) the carrying capacity or passenger capacity of the vehicle, when replacing one vehicle with another vehicle of the same type on the basis of the available license plates on this vehicle, at the request of the applicant for the renewal of license sheets - reissued license sheets.
In each case defined by this paragraph, the applicant (or licensee), in the presence of motor vehicles, indicates in the request a list of motor vehicles with data available at the time of their property right, property rights or ownership on a rental basis.
