The Government of the Republic of Uzbekistan, through the Ministry of Transport, the Ministry of Economy and Finance of the Republic of Uzbekistan, and the Committee for Roads, is planning the implementation of design, build, finance, operate and maintain (DBFOM) “Tashkent-Andijan” (stage 1) Toll Road project on the basis of Public-Private Partnership.
Phase 1 of the project has a total length of 171 km and includes the design, construction, financing, operation and maintenance of the highway from Tashkent to Angren and Kamchik pass. The project concept was approved by the Cabinet of Ministers on January 21, 2025.
A consortium of consultants Arup and Partner’s (UK), PWC (Uzbekistan) and CMS Cameron (UK) with the support of the World Bank was engaged by the Government of Uzbekistan as the Project’s Lead transaction advisor to help select a private partner.
The government of Uzbekistan intends to select a winning bidder through a competitive selection process and subsequently sign a long-term PPP Agreement. The tender is to be conducted in two stages, in accordance with the PPP Law of Uzbekistan. In the first stage, private companies are invited to submit prequalification applications. In the second stage, prequalified companies will submit technical and financial proposals for the Project.
The Committee for roads hereby invites all interested parties with experience in the sphere of road construction based on PPPs to submit prequalification applications by April 21, 2025, 18:00 Tashkent time.
